Organisational Capability Command

The Organisational Capability Command (OCC) supports the delivery of professional policing services to the community through continuous improvement to frontline operational capability and ICT systems.

The OCC operates on the principles of evidence-based research and decision making, innovation and embracing diversity through engagement with both internal and external stakeholders. 

Command Office

The OCC Command Office supports the Assistant Commissioner in ensuring the command's alignment with the Queensland Police Service (QPS) strategic and operational objectives, including co-ordination of continuous improvement to frontline systems and capability  and the implementation of organisational change to improve the business of policing by making policing simpler, better, safer. 

Governance

The role of the Governance Unit is to champion the QPS governance framework by leading the development, implementation, continuous improvement and promotion of governance and better practice.

The Governance Unit facilitates both governance and secretariat activities for the QPS Board of Management, Executive Leadership Team,  and Audit and Risk Committee.

Business Improvement Group

The Business Improvement Group has four functional work units:

  • Frontline Capability
  • Frontline Innovation
  • Frontline Systems and
  • Frontline Research and Information.
Frontline Capability

Frontline Capability supports the delivery of professional policing services through continuous improvement to frontline operational capability.

It oversees procurement, logistics, policy and procedure development, contract management, building maintenance, capital asset planning and QPS projects of significance including body worn cameras, fuel drive-offs, electricity optimisation and offender (court) video linking.

Frontline Capability also includes the QPS Drug and Alcohol Coordination Unit (DACU) who coordinate our involvement in whole-of-government planning and strategy, particularly around drug and alcohol intervention, liquor licensing (precinct-based security) reform and harm minimisation.

Frontline Innovation

Frontline Innovation is driving innovation to enhance frontline IT interoperability by streamlining systems and reducing costs and complexity.

To achieve this, we are delivering and supporting QPS IT systems and integrated business solutions, and ensuring all QPS projects and programs utilise appropriate governance, tools, and methodologies.

Frontline Systems

Frontline Systems is engaged with the maintenance and development of our major operational policing systems such as QPRIME, CAD, ITAS and DIEMS and is part of the Business Improvement Group within the Organisational Capability Command.

Committed to continuous business improvement, Frontline Systems works closely with Frontline Innovation and partner agencies to deliver access, integration and upgrade activities across these information systems.

Frontline Research and Information

This unit is committed to providing analytics, spatial solutions, research and evaluation, and library services in support of all aspects of operational policing and corporate information needs.

This is achieved through:

  • Providing an effective analytic capability
  • Providing a library service so information, knowledge and resources are managed efficiently and effectively;
  • Providing an effective research and evaluation presence
  • Providing spatial services to the delivery of policing activities
  • Ensuring the current and future spatial requirements of the service are met.
